Summary

This position is a Child and Youth Programs (CYP) Coordinator of the Youth Sports and Fitness (YSF). The YSF programs enable Navy families to balance the competing demands of family life and military readiness by providing rewarding opportunities for youth to be physically active and exposed to positive lifestyle behaviors. This position will plan, organize and provide a year‑round supervised youth sports and fitness program including the social, recreational and educational program components.

Program Management

  • Develop daily activity plans to meet Navy YSF core service area requirements.
  • Develop and maintain a monthly calendar of all youth fitness and sports activities and events.
  • Maintain appropriate records and reports.
  • Ensure the principles, administration, rules and regulations of the youth fitness and sports program are consistent with those of the National Association for Youth Sports (NAYS) or other affiliated organizations.
  • Ensure all direct program support personnel are trained and have appropriate credentials.
  • Develop, organize and conduct supplemental YSF activities based on expressed and observed needs.
  • Instruct participants in YSF activities for which the employee has technical expertise.
  • Plan, develop and provide a setting for both "Imported" fitness and sports programs at the base level.
  • Establish partnerships with adjacent military installations and the local off‑base community necessary to meet YSF core program requirements.
  • Provide individual and group fitness and sports programs (running, aerobic classes, tennis, golf, team sports, sports clinics, leagues, tournaments). Recruit and conduct NAYS‑affiliated training seminars for coaches and officials as needed.
  • Utilize on‑base resources whenever possible, collaborate with other military installations in planning regional teen, fitness and sports activities, and coordinate with local community programs such as the local running club, BGCAs, 4H, YMCA, Parks and Recreation, etc.

Indoor/Outdoor Environment

  • Ensure space is available and adequate to meet all programming needs and is inviting to participants and spectators.
  • Verify the safe and proper conditions of all fields, courts, facilities, areas and grounds utilized by the YSF program. Coordinate field maintenance.
  • Prepare program space for scheduled activities and ensure all safety requirements are met prior to use.
  • Maintain and secure the necessary supplies and equipment, keeping them age‑appropriate and in good condition. Conduct inventories and recommend replenishment. Report unsafe equipment and/or environmental discrepancies and remove items if applicable. Reschedule or realign activities as needed.
  • Conduct simultaneous indoor and outdoor activities with on‑/off‑base activities as required.
  • Ensure YSF program compliance with all fire, safety and security rules and regulations.

Interactions and Relationships

  • Interact professionally with employees, parents, volunteers, and local installation command personnel.
  • Use child and youth guidance techniques that encourage positive social interactions, promote conflict resolution and develop self‑control, self‑motivation and self‑esteem.
  • Administer a Parent Education Program for sports.
  • Provide care and supervision, oversight and accountability for program participants in compliance with local policies, guidance and standards.
  • Supervise fitness and sports activities and enforce rules and regulations concerning dress, conduct and equipment and game rules.

Supervision of Children and Youth

  • Provide care and supervision, oversight and accountability for program participants in compliance with Navy YSF program and local policies, guidance and standards.
  • Supervise youth fitness and sports activities and enforce rules and regulations concerning dress, conduct and equipment and game rules.

Outreach

  • Publicize upcoming YSF program events and activities and ensure opportunities are communicated to families.
  • Assist in development of a youth sponsorship program to identify and integrate dependent youth of DoN military personnel.
  • Visit local housing areas to encourage teens' participation in the teen program.
  • Develop contacts with off‑base community members and the general public to develop programs and activities to meet core and supplemental YSF programs.
  • Within established Navy CYP policy and objectives, plan the YSF program.

Requirements – Conditions of Employment

  • Pass E‑Verify employment verification check. Resolve any discrepancies as a condition of employment.
  • Pass pre‑employment physical, provide evidence of immunization, be free of all communicable diseases and obtain appropriate immunization against communicable diseases.
  • Obtain and maintain appropriate security clearance as needed.
  • Complete required training certificates and maintain certifications or credentials required by federal, state, and/or national accreditation institutions used as part of DoD’s Child and Youth Programs.
  • Participate in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment.

Qualifications

  • Specialized experience in youth fitness, recreation and sports programs or education appropriate to the position and full‑time experience working with children and/or youth.
  • Knowledge of youth recreational sports and fitness concepts, theories and principles.
  • Knowledge of a variety of NAYS national standards as they apply to youth fitness and sports activities for children and youth.
  • Knowledge of federal and state laws governing the detection and prevention of child abuse and/or neglect.
  • Knowledge of the range of activities and services, participant interests and needs, and the methods and processes involved in a military YSF program, enabling effective planning and conduct of activities.
  • Skill in planning and carrying out a military YSF program that meets the needs of the community.
  • Skill in effectively organizing and utilizing all available resources within the program framework.
  • Ability to supervise others. Lead, supervise and interact with youth and teens; safeguard and account for monies and other related YSF & Teen program resources.
  • Ability to identify and respond to emergency situations including evacuations, child illness and physical and emotional disorders.
  • Ability to competently and independently carry out continuing YSF projects or programs through proper application of principles, concepts and techniques of youth sports and fitness to the specific needs of a military community.
  • Ability to maintain records and reports. Communicate effectively in English, orally and in writing, with strong interpersonal communication skills.

Education

A minimum of a 4‑year degree in Youth Recreation, Physical Education, Youth Development, or other related field as appropriate is preferred and 3 years of full‑time experience working with children and/or youth. OR a Master’s degree in a related field of study and a minimum of 1‑year professional experience with children or youth. OR experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs and 3 years of full‑time experience with children and/or youth.

Note : If your degree has not been awarded and/or you possess certificates of completion for DoD approved competency‑based training courses, and/or a valid CDA/MSA credential(s), you must provide a copy of your HS diploma or equivalent.

Additional Information

Executive Order 12564 requires a Federal workplace free of illegal drugs. According to the Executive Order, all Federal employees are required to remain drug free throughout their employment. Commander, Navy Installations Command is a drug‑free Federal workplace. The use of illegal drugs will not be tolerated, and use of or intoxication by illegal drugs will result in penalties up to and including removal from Federal Service.

Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.

All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON‑sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI .

Per Department of Defense Instruction (DoDI) Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court‑martial conviction or if they received non‑judicial punishment under Article 15 or chapter 47 of Title 10, U.S.C) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.

Non‑U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment.

Some positions have special requirements. A selectee may be required to complete a one‑year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required. We utilize E‑Verify to confirm selectee's eligibility to work in the United States.
