Mission
Ensure the performance of the subcontracting activities, in accordance with Construction Subcontracting Procedure and project‑specific procedures (for example Project Execution Plan, Construction Execution Plan, Main Contract Constraint and List of Back‑to‑Back Principles, etc).
Responsibilities
- Prepare, obtain approvals and issue the Project Construction Subcontracting Procedure (if any), the Subcontracting Plan and Strategy, the Project Subcontractors List and the Bidder List.
- Coordinate and guarantee the verification of the clarity, completeness and consistency of subcontract documents, working with Construction Engineering, Technical Disciplines and Project Control to ensure availability of construction schedules and budgets; notify the Project Director/Project Manager of any delays.
- Handle all activities related to issuing inquiries to subcontractors, including securing signed confidentiality agreements, preparing instruction to bidders and subcontract documentation, expediting subcontractor responses and logging tender status.
- Conduct the bid opening procedure according to the Project Subcontracting Procedure and examine the contractual section of received quotations.
- Distribute information received from subcontractors to relevant functions for analysis (e.g., unpriced quotations to TBE functions; commercial terms and conditions deviation to Contract Management, Procurement, Legal, Group Finance; financial data to Group Planning & Control for bid evaluation), tracking results.
- Ensure the successful completion of every phase of the Economic Bid Evaluation—from preliminary to final—chair evaluation processes, hold clarification meetings with subcontractors, and maintain the offer updated.
- Issue subcontracts, securing all approvals and authorized signatures; manage distribution to relevant functions and contractors.
- Maintain an archive of technical and commercial data related to subcontracts for future subcontract activities.
- Assist Subcontracts Administration Management in resolving claims or clarifying subcontract special clause interpretations, if required.
- Support Construction Proposals during the construction estimating process (subcontractor selection, quotation acquisition, price and terms negotiations, especially for pre‑award agreements).
- Keep the Subcontracts Administration Manager, Project Director/Project Manager, and Responsible of Subcontracting informed of critical areas and recommend corrective actions.
