Senior Technical Officer (Conservation & Sustainable Use of PGRFA – Farmers’ Rights) Location: Italy – Rome.

Duration: Fixed-term, one year with possibility of extension.

Key Responsibilities

Leads development, implementation and evaluation of technical issues of assigned programmes/projects; directs review of relevant documents and reports; identifies priorities, liaises with relevant parties and initiates follow-up actions.

Coordinates programmes and reviews assessment of issues and trends for implementation, and prepares impact evaluations or equivalent studies.

Supervises preparation of written outputs such as background papers, analyses, sections of reports, studies and inputs to publications.

Directs substantive support to consultative meetings and conferences, including agenda topics, participant selection and document and presentation preparation.

Manages outreach activities, designs and conducts training workshops and seminars, and presents on assigned topics.

Leads field missions, providing guidance to external consultants, government officials and other parties.

Provides advice to develop policies, strategies, national protocols and guidelines for projects related to FAO work.

Provides technical leadership for and overall coordination of implementation of conservation and sustainable use of PGRFA and related subsidiary bodies.

Supports negotiations among Contracting Parties to enhance implementation of Farmers’ Rights.

Coordinated teams to improve implementation of the Treaty and develop technical products.

Maintains relationships with FAO Technical Units and Decentralized Offices to enhance policies.

Gains broad strategic overview of international developments and elevates profile of the International Treaty.

Supports partnership and membership programmes.

Conducts research and analysis on technical reports, publications and ongoing programmes.

Supports resource mobilisation activities as per FAO strategy.

Represents Secretary at conferences and official functions.

Required Qualifications and Skills

Advanced university degree (Master’s or equivalent) in agronomy, biological sciences, or plant genetic resources; doctoral degree considered an asset.

Ten years of international level experience supporting development and implementation of policies and technical programmes for plant genetic resources for food and agriculture.

Working knowledge (proficiency level C) of English and intermediate knowledge (level B) of another FAO official language (Arabic, Chinese, French, Russian, Spanish).

Experience in facilitation of intergovernmental negotiations for international policies on plant genetic resources.

Experience in leading or supporting development of global strategies and programmes on plant genetic resources.

Experience leading multidisciplinary teams to develop science‑based analysis improving Treaty implementation.

Experience in cooperation programmes with international institutions such as CBD, CGIAR, GCDT, CGRFA.

Capacity to prepare documentation for intergovernmental bodies in English.

Experience providing technical support and policy advice to countries on Treaty implementation.

Proficiency in French or Spanish desirable.
