Senior Proposal & Estimating Manager – EPC Projects

Tecnimont Services S.p.A. , a company of the MAIRE Group , is looking for a Senior Proposal & Estimating Manager to join the Commercial / Proposal & Estimating area, with full responsibility for leading and governing the entire bidding process for complex international EPC projects.

Reporting to the Commercial Director, the role is responsible for the end-to-end coordination of proposal and estimating activities, from the preliminary tender evaluation phase through the final negotiation with the Client and, in the event of contract award, the structuring and management of the handover process to the project team.

Key Responsibilities:

The Senior Proposal & Estimating Manager is responsible for the correct application of the bidding strategy defined with company management and for the overall governance of the tender process, ensuring alignment between commercial strategy, technical approach, economic sustainability, risk management, and compliance with corporate procedures.

In particular, the role includes responsibility for:

• leading preliminary activities related to the analysis of the Invitation to Bid (ITB) and technical and contractual documentation, coordinating the assessment of requirements, risks, and opportunities, as well as defining the proposal strategy and bid class;
• defining and approving the Proposal Budget, organizing and coordinating the bid team (Proposal Manager, Proposal & Estimating Leader, and involved functions), and overseeing key decision-making milestones, including the Bid/No Bid phases;
• planning, coordinating, and monitoring proposal and estimating activities, ensuring compliance with schedules, quality standards, and Group procedures;
• supervising and ensuring the consistency and reliability of cost estimates, including activities, materials, labor, subcontracting, and services, while ensuring data traceability and proper contingency management;
• coordinating engineering, procurement, construction, AFC, contract management, legal, and risk management functions to integrate all technical, economic, contractual, and risk-related aspects;
• presenting the proposal summary, cost/revenue summary, and commercial documentation for approval to top management, actively participating in price review meetings and overseeing the sign-off of the Total Price Sheet;
• leading, together with the relevant functions, technical, commercial, and contractual negotiations with the Client and with potential partners or subcontractors;
• ensuring the proper finalization and submission of the proposal, guaranteeing the completeness and compliance of all required documentation;
• in the event of contract award, being responsible for the preparation and coordination of the handover package and leading the handover meeting with the operational team, ensuring a structured transfer of all technical, economic, and strategic project information.

Requirements:

• Degree in Engineering or equivalent technical discipline.
• At least 10 years of experience in similar roles in proposal management and/or cost estimation within structured EPC or project-based environments.
• Solid knowledge of tendering processes, EPC contracts, and project economic-financial frameworks.
• Strong leadership, decision-making, and coordination skills within multidisciplinary teams.
• Sound business judgment supported by strong analytical and economic capabilities, beyond a purely technical mindset.
• Excellent organizational, planning, and communication skills toward internal and external stakeholders.
• Fluent English; knowledge of a second language (French or Spanish) is considered a plus.
• Willingness to travel in Italy and abroad.
