Organizational Setting
The Digital FAO and Agro-Informatics Division (CSI) is responsible for all Information Technology (IT) activities within the Organization. CSI defines IT policies, strategy, architecture and standards and is responsible for the provision of digital products and services to support the organization’s operations worldwide.
Reporting Lines
Reports to the Director, Digital FAO and Agro-Informatics Division (CSI); coordination with the Deputy Director, CSI.
Technical Focus
The Officer will lead the Digital Workplace teams responsible for the organization’s global digital infrastructure (cloud-based and on-premise) and oversee the transformation of the headquarters infrastructure.
Key Results
Leading strategies and providing advice and IT projects to ensure the organization’s requirements for IS and ICT are effectively met.
Key Functions
Leads specialized activities carried out by CSI. Prepares work plans and monitors progress to ensure delivery of operations and/or project outputs as per organizational needs. Manages financial and human resources assigned. Develops, monitors, and reports on key performance indicators of the assigned functions. Advise senior management on IT matters, implications of functional and technological alternatives, IS/ICT strategies, governance and standards. Lead planning, coordination and setting of policies for the development and implementation of an Organization-wide IS/ICT strategy and supporting standards. Lead special projects and supervise staff, including external service providers and consultants. Represent the Organization and the Division in formal meetings, negotiations and/or mediation problem-resolution meetings to reach agreement on various IT issues. Promote initiatives to reduce emissions, increase efficiency and integrate sustainability into daily operations.
Specific Functions
Lead the teams of Global Infrastructure within the CSI Digital Workplace stream to provide support at defined levels and execute agreed work plans. Safeguard the availability of cloud-based platforms per contractual agreements and communicate outages. Oversee the CSI disaster recovery plan and ensure restoration of services per agreed metrics. Lead transformation of the organization’s global infrastructure into a proactive and intelligence setup, replacing legacy equipment and integrating monitoring and service-management tools. Ensure warranty and utility of the FAO global infrastructure, including the wide-area network and Rome headquarters LAN. Oversee operation of the FAO data centers and Network Control Center (NOC) in Rome. Oversee service levels and key performance indicators to ensure targets are met. Oversee digital aspects for corporate events at FAO headquarters, ensuring ICT capabilities are available throughout event lifecycle. Ensure warranty and utility of audio-visual setups in meeting rooms managed by CSI. Perform other tasks as required.
Candidate Assessment
Advanced university degree (Master’s or equivalent) in Computer Science, Information Technology, Information Systems, Software Engineering, Electrical or Electronic Engineering, Mathematics, Statistics or related field. Ten years of relevant experience leading diverse teams supporting complex cloud-based and on-premise infrastructure in an international setting. Proficiency (level C) in English and intermediate proficiency (level B) in another FAO official language (Arabic, Chinese, French, Russian or Spanish). Results focus, leading, engaging and empowering, partnering and advocating, knowledge sharing and continuous improvement, strategic thinking.
Technical/Functional Skills
Experience in multiple locations or areas of work, especially in field positions. Experience in Corporate Environmental Responsibility is an asset. Experience leading multidisciplinary teams supporting infrastructure environment. Experience managing cloud-based platforms (AWS, Microsoft, Oracle). Experience managing collaboration and productivity tools (M365, Exchange, Teams, SharePoint) and communications platforms (Zoom). Experience designing and implementing complex network topology linking on-premise endpoints to external capabilities via NOC. Experience with IT Service Management (ITSM) methodologies, ITIL knowledge and certification is an asset. Experience managing contracts and negotiating with external vendors. Experience preparing project proposals, management reports and related documents.

Extension of fixed-term appointments based on certification of performance and availability of funds. FAO reserves right not to make an appointment. Appointment subject to medical fitness, accreditation, residency/visa requirements, and security clearances.
