Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include:
- GIS system and database design, creation, and maintenance
- Project coordination
- Client services
- Geo-spatial product production
- Unmanned Aerial Systems (UAS) operations
The workload ranges from moderate to heavy, with scope across the Tribal-wide area, potentially including other tribal governments, state and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, state agencies, or military organizations. The position reports directly to the Tribe's IT / GIS Manager and involves both office work and fieldwork in various weather conditions, including remote areas, sometimes requiring lifting of equipment up to 70 lbs.
Duties and Responsibilities include:
- Coordinate technical GIS projects, plan and organize work, report progress, and implement changes
- Design, create, and maintain the Tribe’s Enterprise GIS System and data
- Assist in data backup and security measures
- Manage enterprise GIS databases, including SQL Server and GIS-specific file databases
- Assist in data needs assessment and procurement
- Perform GIS analysis and classification
- Produce high-quality maps, reports, and GIS products
- Develop project-specific GIS applications and processes
- Implement quality control measures
- Provide technical assistance and training to GIS staff and users
- Evaluate new GIS technologies
- Manage the Tribe’s UAS Program, including UAV operations, flight planning, data collection, and imagery management
Additional responsibilities include assisting with budget and staff evaluation, attending professional development events, grant management, supervision, and other duties as assigned.
Qualifications include:
- Support for the Tribe’s vision, mission, and values
- Compliance with health policies
- Bachelor’s degree in GIS or related field plus at least four years’ experience, or a total of at least six years’ experience and education in GIS and database management
- Proficiency with Windows OS, SQL Server, Esri geodatabases, ArcGIS software, and programming languages
- Knowledge of GIS principles, GPS data collection, metadata standards, CAD, and graphic editing software
- Experience with UAVs, including flight planning, data processing, and FAA regulations
- Ability to work independently and in teams, with flexibility for extended hours and travel
- Ability to obtain FAA Part 107 license for UAS operation
- Knowledge of habitat conservation, land management, and municipal GIS applications
- Strong research, presentation, problem-solving, and multitasking skills
