Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and in coordinating work activities to meet established schedules and goals. Duties include specific tasks within seven areas of responsibility :
- GIS system and database design / creation and maintenance
- Project coordination
- Client services
- Geo-spatial product production
- Unmanned Aerial Systems (UAS) operations
Workload ranges from moderate to heavy. The scope of work is Tribal-wide, including work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. This position reports directly to the Tribe's IT / GIS Manager. Work involves office settings, outdoor fieldwork in various weather conditions, and vehicle travel on different terrains. Field duties may include using GPS and UAS equipment in remote areas, and occasionally lifting equipment up to 70 lbs.
Duties and Responsibilities
- Coordinate technical GIS projects, plan and organize work, report progress, and implement necessary changes
- Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software
- Assist in data backup and security measures with the IT Network Manager
- Manage enterprise GIS databases, including SQL Server, Esri file geodatabases, shapefiles, and Access databases
- Assess needs and procure new data
- Perform advanced raster and vector GIS analysis and classification
- Produce high-quality maps, reports, imagery, and GIS products
- Develop project-specific GIS applications or processes with programming or customization
- Implement quality control measures for projects and products
- Provide technical support to GIS staff and other departments
- Develop and conduct GIS training sessions and present at workshops/conferences
- Evaluate new GIS technologies and services
- Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing
Qualifications
- Support the Tribe’s vision, mission, and values as per CdA Resolution 015(2020)
- Comply with Tribal health policies, including annual flu vaccination
- Bachelor’s degree in GIS or related field plus at least four years’ GIS and database management experience, or a total of six years’ relevant experience and education
- Strong skills in Microsoft Windows Server and desktop OS
- Knowledge of Microsoft SQL Server, Esri Geodatabases, ArcGIS data models, and programming languages (Microsoft .NET, SQL, Python, HTML, JavaScript)
- Experience with GIS peripherals, Esri desktop and enterprise software, mobile applications, and raster data management
- Proficiency in Microsoft Office and GIS principles, remote sensing, cartography, GPS data collection, geospatial metadata standards, CAD, and graphic editing software
- Experience with UAS, including flight planning, FAA regulations, imagery processing, and software like Drone2Map
- Ability to work independently and in teams, with extended hours and travel as needed
- Ability to obtain FAA Part 107 license for UAS operations
- Knowledge of habitat conservation, land management, and municipal GIS applications
- Strong research, presentation, problem-solving skills, and ability to manage multiple projects
