Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include:
- GIS system and database design, creation, and maintenance
- Project coordination
- Client services
- Geo-spatial product production
- Unmanned Aerial Systems (UAS) operations
The workload ranges from moderate to heavy, serving Tribal-wide needs and possibly other tribal, state, and federal agencies, as well as the public. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager. Work is conducted in an office, outdoors under various weather conditions, and in vehicles, including remote areas. Fieldwork may involve GPS and UAS equipment, with occasional lifting of equipment up to 70 lbs.
Duties and Responsibilities
- Coordinate technical GIS projects, plan and organize work, report progress, and implement changes
- Design, create, and maintain the Tribe’s Enterprise GIS System and its data and software
- Assist in data backup and security measures
- Manage enterprise GIS databases, including SQL Server, Esri file geodatabases, shapefiles, and Access databases
- Assess and procure new data needs
- Perform advanced raster and vector GIS analysis
- Create high-quality maps, reports, and GIS products
- Develop project-specific GIS applications and processes
- Implement quality control measures
- Provide technical support to GIS staff and users
- Develop and conduct GIS training and present at workshops
- Evaluate new GIS technologies
- Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing
Additional UAS duties include:
- Managing UAV hardware and software
- Planning aerial imagery schedules
- Creating flight missions
- Conducting safe UAV flights in compliance with Tribal and FAA regulations
- Processing imagery into raster layers and managing the imagery library
Other duties include assisting with GIS product recommendations, staff hiring, professional development, grant management, supervision, and miscellaneous tasks as assigned.
Qualifications
- Support for the Tribe’s vision, mission, and values per CdA Resolution 015(2020)
- Compliance with health policies, including annual flu shot
- Bachelor’s degree in GIS or related field plus at least four years of GIS and enterprise database management experience; total relevant experience should be at least six years
- Strong skills in Windows Server, SQL Server, Esri Geodatabases, ArcGIS Desktop and Enterprise, mobile GIS applications, and peripheral devices
- Experience with UAVs, including mission planning, FAA regulations, and imagery processing
- Knowledge of GIS principles, remote sensing, cartography, GPS, metadata standards, CAD, and graphic editing software
- Ability to work independently and in teams, with extended hours and travel as needed
- Ability to obtain FAA Part 107 license for UAS operations
The applicant may participate in interviews and hands-on tests. The Tribe reserves the right to hire according to its Indian Preference Policy. Pre-employment drug testing and a 6-month orientation period are required.
