Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and in coordinating work activities to meet established schedules and goals. Duties include tasks within seven areas of responsibility :
1) GIS system and database design / creation and maintenance
2) Project coordination
3) Client services
4) Geo-spatial product production
5) Unmanned Aerial Systems (UAS) operations
Workload ranges from moderate to heavy. The scope of work is Tribal-wide, possibly involving other tribal governments, state and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. This position reports directly to the Tribe's IT / GIS Manager. Work is conducted in an office, outdoors in various weather conditions, and in vehicles on different road surfaces, including four-wheel-drive conditions. Fieldwork may involve GPS and UAS equipment in remote areas, with occasional lifting of equipment weighing up to 70 lbs.
Duties and Responsibilities
- Coordinate technical GIS projects to meet goals, plan and organize work, report progress, and recommend adjustments
- Design, create, and maintain the Tribe’s Enterprise GIS System, its data, and software
- Assist in data backup and security measures to protect against malware and ransomware
- Manage enterprise GIS databases, including SQL Server and GIS-specific file databases
- Define, assess, and procure new data as needed
- Perform advanced raster and vector GIS analysis and classification
- Create high-quality maps, reports, and GIS products
- Develop project-specific GIS applications or processes, including programming and customization
- Implement and document quality control measures for projects and products
- Provide technical support to GIS staff and other departments
- Develop and conduct GIS training sessions and present at workshops and conferences
- Evaluate new GIS technologies and products
- Manage the Tribe’s UAS Program, including hardware, software, flight scheduling, and data processing
Additional UAS duties include managing UAV hardware and software, planning flights, ensuring safety and compliance with regulations, processing imagery, and managing the imagery library.
- Assist with GIS product recommendations and budget preparation
- Participate in staff hiring and evaluation
- Attend professional development events
- Manage grants related to GIS projects
- Supervise GIS staff in the absence of the GIS Manager
- Perform other duties as assigned
Qualifications
- Support the Coeur d’Alene Tribe’s vision, mission, and values as per CdA Resolution 015(2020)
- Comply with all health policies, including annual flu shots
- Bachelor’s degree in GIS or related field plus at least four years’ experience in GIS and enterprise database management; or a total of at least six years’ experience and education in GIS and related fields
- Proficiency with Microsoft Windows Server (2012 R2–2019), Windows 7/10
- Knowledge of Microsoft SQL Server (2008–2019), Esri Geodatabases, ArcGIS data models, and programming languages like .NET, SQL, Python, HTML, JavaScript
- Experience with GIS peripherals, ArcGIS Desktop and Enterprise, mobile GIS applications, raster compression, and data storage software
- Proficiency with Microsoft Office suite and GIS principles including spatial analysis, remote sensing, and cartography
- Knowledge of GPS data collection, geospatial metadata standards, CAD software, graphic editing software, and UAV systems
- Experience with UAVs, including fixed-wing and rotary, flight planning, imagery processing, and FAA regulations; ability to obtain FAA Part 107 license
- Understanding of habitat conservation, land management, and municipal GIS applications
- Strong research, presentation, problem-solving, and multitasking skills
