Senior Director Purchasing

BASED IN BUCHAREST, ROMANIA

For a Leading Global Group TRANSEARCH is hiring a Regional Procurement Director for the Europe & Asia Area.

Responsibilities

• Reach procurement targets set for the assigned Area.
• Share Group procurement guidelines, procedures and models, ensuring correct application by Procurement Managers.
• Functionally coordinate Procurement Managers to guarantee correct structuring of goods, services and sub‑contract procurement processes and achievement of Corporate targets.
• Collaborate with Operations and other Competence Line Managers to apply framework agreement conditions and implement procurement plans.
• Support and supervise commercial and contractual negotiation activities related to Procurement and supplier variations.
• Collect and consolidate area needs into a single plan and analyze it with Corporate Dept and other lines to identify variations and corrective measures.
• Support Corporate Procurement Dept in defining Commodity Strategies and ensuring approved implementation in the area.
• Analyze and solve specific issues connected to the procurement process of the area.
• Identify new vendors, supported by Vendor Management, and implement qualifying and updating processes of the vendor list and define improvement plans.
• Collaborate with Business Development & Tender department to:
  • collect bid and project initiative data
  • dimension procurement structure in relation to area responsibility and coordinate resource selection with Group HR & Organization department.

Requirements

• Degree in Engineering.
• 10/15 years experience in a similar role within multinational contexts.
• Consolidated experience in budget planning and monitoring activities.
• Fully proficient in technical and strategic negotiations.
• Consolidated experience in supply‑base selection, development and management activities.
• Contractual expertise (especially in framework agreements).
• Attested value and cost analysis skills, and market and benchmarking analysis.

Preferences

• Previous experience in the European area.
• Management of International Procurement teams located in different countries.
