Position Details
Title: Senior Cost Manager — Data Center
Project: Lombardy, Italy
Engagement Type: Full Time OR Partita IVA
Role Summary
Drive the cost management and financial control function for an data centre project. Responsible for establishing and maintaining the project cost baseline, managing budgets and forecasts, leading cost reporting, and ensuring the Employer receives accurate and timely financial information throughout the project lifecycle. Work within the PMC commercial team to deliver proactive cost management that protects the Employer’s investment and identifies savings opportunities.
Key Responsibilities
Cost Control Framework
Establish the management approach for cost controls; document in the Commercial Management Execution Plan (CMEP)
Establish and maintain the baseline cost plan including allocated and unallocated contingency funds
Instigate and utilize a Work Breakdown Structure (WBS) to NRM Level 3 within 10 business days
Identify work activities for each WBS element; represent activities using spend profiles (budget, actual, forecast)
Budget & Forecast Management
Monitor and manage costs against the baseline cost plan on a continuous basis
Track project cost performance as contracts are awarded, costs incurred, and changes identified
Continually reforecast the Component Project cost at Taking Over; take management action on adverse variances
Monitor the spend profile monthly: estimate outstanding values, update total forecast, compare against baseline
Prepare and submit the project cash flow forecast within 20 business days of commencement
Cost Reporting
Produce monthly cost reports including:
Executive summary with basis of movement from previous report
Summary position vs baseline/budget from commencement
Detailed position vs baseline/budget
Contract commitment analysis (awarded/pending/forecast at Taking Over)
Committed changes (pending/approved), uncommitted costs (ROMs)
Risks, opportunities, early warnings
Contractor analysis (current Contract Price, forecast final Contract Price)
Potential damages liability, retention, bonds, risks/advance warnings
Cash flow: baseline forecast, actual, re-forecast, delta analysis
Cost trends and forecast total cost at Taking Over
Produce weekly dashboards with cost summaries, movement from previous week, new/updated risks, and recommendations
All reports to undergo formal QA/QC process before submission
Change Cost Impact
Assess cost impact of all proposed changes to the project requirements (scope changes, design changes, VE proposals, regulatory changes, site conditions)
Track the impact of changes on the scope baseline
When potential changes occur, assess programme impact alongside cost and advise the Employer on both
Cash Flow Management
Advise the Employer on forecast cash flow monthly (weekly if project is in delay or not achieving planned cash flow)
Review Contractors’ approved programmes and associated cash flow; recommend adjustments to project cash flow
Monitor Contractor’s monthly payment applications against baseline cash flow
Proactively manage the cash flow of the Contractor and all Other Consultants
Ensure the Employer is advised at least 30 business days in advance of any required statutory/direct payment dates
Risk & Value Management
Contribute to the risk and opportunity register — quantify cost contingencies
Monitor implementation of cost and design mitigants
Establish early warning system for potential cost overruns within 20 business days
Lead value engineering workshops and meetings
Identify economic solutions best suited to project requirements
Advise on strategies to improve cash flow in coordination with Other Consultants/Contractor
Compliance & Audit
Ensure full compliance with Employer’s Submittal Review Protocol/Hierarchy (SRP)
Demonstrate compliance monthly with material submittal register/tracker
Accept frequent audits by the Employer on cost and cash flow tracking, commercial management, and reporting accuracy
Maintain the project library of commercial documents on the Employer’s system only
Requirements
Essential
Minimum 10-15 years of cost management experience on construction projects
Proven experience on data centre or mission-critical infrastructure projects
Strong expertise in cost control, budgeting, forecasting , and financial reporting for large-scale construction
Experience establishing and managing WBS structures and cost plans to NRM Level 3
Proficiency with cost management software and electronic reporting/dashboard tools
Experience with EPC / Design & Build contract cost management
Strong analytical skills — ability to identify cost trends, variances, and risks proactively
Fluent in Italian and English
Freelance / Partita IVA status (or willingness to establish)
Preferred
RICS membership (MRICS) or equivalent cost management qualification
Experience in Italy/Lombardy region
Previous work on large-scale data centre projects
Understanding of data centre cost drivers: power infrastructure, cooling systems, redundancy levels, PUE impact
Experience with risk-based contingency management (deterministic and probabilistic)
Knowledge of Italian construction market rates, indices, and benchmarking sources
Experience with LEED Gold or sustainable construction cost management
Experience with value engineering / value management methodologies
