Job Description: Commercial Management Lead

Position Details

Title:  Commercial Management Lead — PMC Services

Project:  Data Centre Campus, Italy

Client:  Project Management Consultant

Location:  Italy (on-site, no remote working)


Role Summary

Lead all commercial, financial, and contractual aspects of an data centre development on behalf of the Employer. Establish and manage cost control systems, budgets, cash flow forecasting, change management, claims, and final accounts. Protect the Employer’s commercial position throughout design and construction while ensuring world-class cost management and reporting standards.

Key Responsibilities

Strategy & Systems

Develop the Commercial Management Execution Plan (CMEP)

Implement the Employer’s electronic cost management system

Establish Work Breakdown Structure (WBS) to NRM Level 3

Develop commercial communication protocol

Establish comprehensive commercial database

Cost Management & Control

Manage budgets, cost plans, and cash flow forecasts

Produce weekly cost dashboards and detailed monthly cost reports

Track project cost performance against baseline budget

Monitor and manage costs against the baseline cost plan including contingencies

Prepare cost plans for all design phases (Concept, Preliminary, Interim, Final)

Validate development budget and benchmark market rates

Implement scope management processes to track changes against baseline

Change Management

Lead the change management process: variation orders, ROMs, Employer instructions, cost claims

Prepare cost estimates within 2 business days of receipt of information

Maintain single live register of variations on the Employer’s system

Manage co-ordination of the variation approval process

Provide all necessary substantiation for proposed variation orders (min 5 business days prior to deadline)

Prepare full and detailed final account incorporating all variations and cash allowance adjustments

Procurement & Contracts

Manage tender evaluation, contract awards, and negotiations for sub-packages

Analyse and evaluate commercial tender responses; prepare recommendation reports within 5 business days

Administer the Construction Contract within delegated authority

Draft all contract correspondence ensuring full compliance with Employer governance

Liaise with Employer’s legal counsel on contract documentation and negotiations

Review and comment on final draft contracts prior to approval and execution

Payments & Certification

Certify advance, interim, and final payment applications

Conduct monthly valuations and certify work done

Manage advance payment deductions, retention, and repayments

Monitor Contractor’s monthly payment applications against baseline cash flow

Establish and monitor fees for statutory approvals, connections, and direct Employer costs

Risk & Insurance

Prepare and maintain risk and opportunity register

Quantify contingencies and advise on mitigation strategies

Monitor insurance compliance across all parties

Maintain register of bonds, guarantees, and insurances

Review all forms of bonds and guarantees for compliance

Claims & Disputes

Examine claims notices and submissions; prepare recommendations for the Employer

Develop detailed claims management procedures and process flows within 20 business days

Investigate and recommend on requests for additional cost and extension of time

Advise on strategies for claims avoidance and minimization

Support the Employer in dispute settlement without resorting to arbitration

Reporting & Communication

Prepare monthly cost reports with executive summary, baseline vs. actual, cash flow analysis

Produce weekly dashboards with cost summaries and risk updates

Lead and chair commercial/cost meetings at site

Prepare feedback/learning schedule and lessons learned

All commercial documentation hosted on Employer system per naming convention

Handover & Close-Out

Prepare final accounts for all Construction Contracts

Recommend on release of retention, bonds, and guarantees

Prepare final risk and opportunity register for transfer to operations

Prepare final report summarizing all commercial aspects

Recommend on Performance Certificate and Final Completion

Requirements

Essential

Minimum 15 years  of relevant commercial/cost management experience in Italy

Proven track record on  data centre construction projects

Expert knowledge of Italian construction law , contract administration, and procurement regulations

Experience with EPC/Design & Build contracts  — ideally FIDIC-based or bespoke forms

Strong expertise in cost control, budgeting, cash flow management, and forensic cost analysis

Proficiency with cost management software and electronic reporting platforms

Ability to manage multi-contractor, multi-consultant  commercial environments

Experience with claims management, dispute resolution , and final account negotiations

Fluent in Italian and English

Professional qualifications: RICS (QS), or equivalent Italian/European cost management certification

Currently employed by the bidding firm for at least 5 years (per KDC requirement)

Preferred

Experience in Italy

Knowledge of NRM costing methodology  (to Level 3)

Experience with LEED Gold or sustainable construction commercial requirements

Understanding of data centre MEP systems  and their commercial implications

Experience with value engineering workshops and value management

Knowledge of Italian statutory approval costs and processes

Working Conditions

Full-time on-site no remote working permitted

At least one member of the commercial team must be on-site every business day

Commercial team leader and all commercial personnel must be based and available on the project

Regular travel may be required for Employer meetings (Dubai/Abu Dhabi quarterly)
