QA/QC Manager – Role & Responsibilities in Oil & Gas Projects
The QA/QC Manager reports directly to the Project General Manager and is responsible for developing, implementing, and overseeing the Quality Management System (QMS) across all project phases.
This role ensures that engineering, procurement, fabrication, installation, commissioning, and operations meet contractual, regulatory, and international standards, both offshore and onshore .
Key Responsibilities
1. Quality Management System (QMS)
- Develop and maintain the Project Quality Plan in line with ISO 9001, API, ASME, and client requirements
- Ensure QA/QC procedures are applied throughout EPC/EPCIC phases
- Coordinate internal and external audits, including certification and surveillance
2. Quality Assurance
- Ensure compliance with company policies, client specs, and international regulations
- Review and approve key quality documents:
- ITP (Inspection & Test Plans)
- WPS/PQR (Welding Procedures)
- NDT procedures
- FAT/SAT procedures
- Manage NCR, CAR, and PAR systems for non-conformities and corrective actions
3. Quality Control
- Oversee inspections and testing across:
- Structural, piping, mechanical, E&I, coating works
- Coordinate:
- Third-party inspections
- Vendor surveillance
- Site QA/QC teams (yards, offshore platforms, subsea, pipelines)
- Ensure calibration and certification of inspection tools
4. Offshore & Onshore Execution
- Guarantee QA/QC coverage during:
- Load-out, transport, installation, hook-up, commissioning, start-up
- Supervise fabrication yard activities:
- Welding, coating, assembly inspections
- Implement preservation and pre-commissioning controls
5. Documentation & Reporting
- Prepare weekly/monthly QA/QC reports and KPIs
- Ensure traceability and proper handover of quality documentation:
- MRB (Manufacturing Record Book) / Dossier
