PROJECT SERVICES MANAGER - (OFFSHORE) – ENERGY, OIL & GAS PROJECT
Hill International, Inc. is seeking an experienced Project Services Manager to lead and coordinate all project support services for offshore and onshore scopes in the Energy, Oil & Gas industry.

Overview
Hill International provides program, project, and construction management services across a range of sectors. The Project Services Manager will act as the bridge between the technical project team and corporate support functions, ensuring contractual and operational requirements are met timely, cost‑effective, and compliant.
Responsibilities
- Manage all project service functions (cost control, planning, document control, logistics, procurement support) for offshore and onshore scopes.
- Coordinate project service teams during EPC/EPCIC phases.
- Develop and maintain the Project Services Execution Plan in line with company and client requirements.
- Oversee cost control, forecasting, and budget tracking; prepare cost reports and financial updates.
- Supervise preparation and maintenance of detailed project schedules; integrate subcontractor schedules; monitor progress and highlight deviations or risks.
- Work closely with procurement to ensure timely delivery of materials, equipment, and services; support contract administration and contractor performance monitoring.
- Coordinate mobilization/demobilization of personnel, materials, and equipment; oversee marine logistics, customs clearance, transportation.
- Ensure SIMOPS and offshore operational requirements are factored into service planning.
- Oversee project document control systems; ensure compliance with contractual submittal requirements; produce weekly/monthly reports to management and clients.
- Ensure all project service activities comply with company HSE standards, client requirements, and local regulations; promote safety‑first culture.

Project Phase Responsibilities
- Planning: Develop Master Schedule and Capital cost Ledger; plan offshore logistics, crew rotation, and material shipments.
- Execution: Supervise cost control, document control, procurement support teams; coordinate offshore service delivery vessel scheduling and simultaneous operations (SIMOPS).
- Monitoring: Track cost and schedule performance; manage reporting; monitor offshore execution versus plan.
- Compliance: Ensure adherence to project procedures and contractual deliverables; ensure offshore compliance with Employer and regulatory requirements.
Qualifications
- Bachelor’s Degree from an accredited university.
- 15+ years of experience in Project Services / Project Control after earning the degree.
- Minimum of 5 years hands‑on experience in offshore projects.
- Excellent spoken and written English; proven ability to write reports.
