Project Management Officer

Senior PMO – Construction (Freelance Contract 12 Months) Location: Milan / Rome or Fully Remote (with travel to project sites as required) Contract Type: Freelance / Consultant (12 months) - ASAP start Department: Construction A leading international IPP operating in the energy and infrastructure sector is seeking an experienced Senior PMO to support the delivery of major projects across Italy. This long-term freelance engagement (minimum 12 months) offers the opportunity to play a key role across both pre-construction and construction phases, ensuring strong technical governance, schedule control, budget oversight, and regulatory compliance. Key Responsibilities Lead technical coordination during pre-construction and construction phases Oversee and validate external engineering deliverables Manage secondary permitting processes and regulatory interfaces Monitor project schedules, budgets, and reporting frameworks Provide strategic PMO support to Project Managers during execution Coordinate technical due diligence with external advisors and stakeholders Define and implement design standards, methodologies, and best practices Contribute to innovation initiatives and continuous improvement initiatives Ensure compliance with technical, contractual, and regulatory requirements Requirements 6 years’ experience in PMO, project coordination, or engineering roles within energy, construction, or infrastructure sectors Demonstrated experience supporting large-scale projects through full delivery lifecycle Bachelor’s degree in Engineering or a related technical discipline Strong knowledge of project controls, scheduling methodologies, and reporting systems Experience managing consultants and external engineering teams Solid understanding of permitting and regulatory frameworks in Italy (advantageous) Professional proficiency in English (additional languages are a plus) Key Competencies Strong planning and organisational skills Effective stakeholder management and communication Quality-oriented with strong attention to detail Proactive problem-solving capability Results-driven mindset Adaptability within dynamic project environments This role offers flexibility in working location, with the expectation of travel to project sites as required.
