Project Buyer

Site: Bisceglie, Milano area (Italy)

Mission: procure goods and services for industrial projects in Italy, Iberia, and France

Responsibilities

  • Under the supervision of the Projects Procurement Manager (PPM), carry out bidding processes for goods and services according to the project requirements (scope, schedule and budget)
  • Negotiate terms and conditions with suppliers
  • Liaise with suppliers during order execution (“expediting”) to ensure the on-time delivery of goods and services

Main Tasks

  • Prior to the purchase order; based on specifications provided by project teams and the project schedule
  • For certain purchases, build a panel of suppliers
  • Build a request for quotation file and send it out through Wise tool
  • Answer questions from potential suppliers; collect offers from them
  • With technical input from the project teams, coordinate the technical and commercial bid evaluation and build comparison tables to facilitate the decision process
  • Negotiate commercial terms and conditions (if necessary, draft deviations to the affiliate’s general procurement terms and conditions)
  • Issue to the project team a procurement recommendation based on sound arguments
  • Monitor the contract signature and the purchase order issuance processes to ensure that the project schedule is respected (e.g. recall signing persons, if necessary)

After the Purchase Order

  • Ensure that bank guarantees (if any) have been provided by suppliers
  • Expedite the order execution by regularly contacting the supplier and jointly reviewing the execution progress
  • Assist the logistics and customs clearance processes by providing required documents and information to carriers, brokers or other involved parties
  • Manage change requests and claims initiated by the client or suppliers
  • Check with concerned stakeholders that final documentation has been delivered
  • Liaise with the accounting team in case of deviations in payment terms
  • Keep updated the Project Procurement Plan (PPP)
  • Calculate and report the generated savings
  • Regularly report his/her activities to PPM and other project team members

Profile

  • Previous experience in procurement, preferably as project buyer, or procurement specialisation (“master”), if first professional experience
  • Educational background in business or engineering, preferably with a procurement specialisation (“master”)
  • Commercial acumen
  • Capacity to simultaneously work in multiple subjects with different, remotely located stakeholders
  • Willingness to learn and capacity to learn quickly
  • Curiosity and open-mindedness
  • Full command of Italian and English, both in oral and writing (including to draft commercial contracts); knowledge of French or Spanish would be a plus
