Organizational Setting The Logistics Service Division (CSL) provides advice, guidance, and oversight for business operations including wide range of enabling functions both at headquarters and in FAO Decentralized Offices; it provides policy and operational support to ensure that the Organization's administrative services function effectively and efficiently.

The position is located in the Logistics Services Division (CSL) at FAO headquarters in Rome, Italy.

Reporting Lines The Programme Officer (Organizational Resilience Support) reports to the Senior Programme Officer , CSLD, under the overall guidance of the Director, CSL.

Technical Focus Effectively support coordination of the organizational resilience and oversight of the business continuity management area. Ensure compliance with FAO's established policies and procedures and reflect best practices to support operational resilience in line with the UN wide best practices and FAO's Administrative Manual.

Key Results Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions

Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation;

Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;

Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;

Prepares various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc.;

Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;

Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions

Supports coordination of the activities related to the Organizational Resilience Management System (ORMS) (preparation and submissions, progress reports and preparation of related documents/reports for high level interagency events including planning of required resources;

Collaborates with stakeholders in strategic thinking and supports development and implementation of the planned activities for all ORMS areas;

Supports development and delivery of activities for strengthened business continuity management, including: Business Impact Analysis, Maintenance, Exercise and Review (ME-R) activities, internal training, workshops and high level events;

Contributes to policy development, review and compliance including the review of ongoing processes, tools and resources;

Collects, analyses and provides written inputs and prepares background papers and reports for high level events of the UN system organizations, including governing bodies, high level committees, joint review and evaluation missions;

Supports the coordination of cross-cutting activities, with specific focus on Decentralized Offices business continuity support, ensuring synergies amongst units, aiming for achievement of efficiencies and quality results in line with the division's programme of work and budget and tasks;

Contributes to content development and supports delivery of facilitated sessions for testing business continuity plans and after-action review steps;

Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements

Advanced university degree (Master's degree or equivalent) in business administration or public administration, social science, political science, international development, international relations or a related field.

Five years of relevant experience in project or programme management and business operations including organizational resilience management.

Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

Work experience in more than one location or area of work, particularly in field positions is desirable.

Extent and relevance of experience in business operations and operational resilience management .

Extend of experience in interagency collaboration, including engagement in operations management teams (OMT) at the country office or regional level.

Extent and relevance of experience in business continuity management, policy formulation, analysis, planning and implementation.

Extent of knowledge of UN Organizational Resilience Management standards and compliance, planning and delivery of targeted events, review of processes is considered an asset.

Extent of experience in business impact analysis, mapping of critical functions for effective business continuity management, Maintenance, Exercise and Review (ME-R) for Business Continuity improvements.

Strong analytical and report writing skills on high-level interagency events is an asset.

Professional certification in business continuity management is an asset.

Extension of fixed term appointments is based on certification of performance and availability of funds
