UNICEF PFP is seeking a Procurement Specialist to provide continuous guidance on procurement for fundraising and complex services across a range of areas, including innovative financing, fundraising services, market research, corporate social responsibility, corporate screening, IT and event delivery.
Responsibilities
- Provide timely procurement support and guidance to the IF Hub and PFP clients, prioritizing value for money.
- Ensure the IF Hub team is well informed about procurement policies and procedures and provides them with required templates and guidelines.
- Offer continuous guidance on procurement of innovative financing mechanisms and fundraising activities.
- Support procurement planning through coordination with the IF Hub.
- Provide technical support in preparation of tender documents, specifications and facilitate cost‑effective procurement.
- Assist the PFP Procurement team in reviewing ongoing and future procurement requirements.
- Collaborate efficiently with all members of the procurement team to maximize outputs and achieve unit objectives.
- Develop tender strategies for contracting complex services and goods.
- Compile lists of possible sources of procurement through market research.
- Prepare and issue international tenders, manage bidding processes using UNICEF web‑tendering tool.
- Prepare Contracts Review Committee (CRC) submissions for orders above threshold and present cases for approval.
- Develop and prepare complex contracts/LTA’s for routine and non‑routine goods and services.
- Effectively manage ongoing contracts and LTA’s, ensuring good service provider performance.
- Initiate renewal of contracts before expiry.
- Monitor contracts and LTAs using procurement tools.
- Carry out other procurement‑related tasks as requested by the Procurement Manager.
Deliverables
- Efficient and effective procurement planning and support for the IF Hub and PFP internal customers.
- Proactive engagement to ensure competitive sourcing in line with UNICEF procurement rules.
- Timely responses and assistance to evolving needs and situations.
- Process improvements to increase efficiency and effectiveness, delivering best value for money.

- Reporting To: Procurement Manager
- Working Place: Rome, Italy
Qualifications
Education- First‑level University Degree in Business Administration, Management, Economics, Supply Chain Management, Procurement, contract/commercial law or a related technical field.
- Minimum of 2 years of relevant procurement experience at national or international levels.
- UN/UN agency experience is an asset.
- Experience in developing countries and/or familiarity with emergency work is an asset.
- Good analytical and negotiating skills.
- Ability to manage and monitor financial and material resources.
- Ability to work in a multicultural environment and establish harmonious relationships.
- Fast learning, adaptability, tolerance of ambiguity.
- Knowledge of latest developments and technology in supply chain management (asset).
- Understanding of supply chain processes from needs assessment to delivery and monitoring.
- Knowledge of UNICEF programmes, public procurement principles, financial and legal aspects, ethics and risk management (asset).
- Fluency in English required.
- Knowledge of another official UN language or a local language is an asset.
