PHYSICAL SCIENTIST

Summary

You will serve as a PHYSICAL SCIENTIST in the Enviromental Business Line of NAVAL FAC ENGR CMD EUROPE SW ASIA Italy.

Duties

• You will advise scientists and engineers on environmental policies to ensure operations are in compliance with environmental regulations.
• You will conduct environmental quality assessments of programs to determine compliance with mission objectives and set regulations.
• You will confer with other organizations to resolve program concerns.
• You will collaborate with others outside and inside of the organization to resolve technical problems or concerns.

• This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI V1230:
• This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
• If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
• Must be able to obtain and maintain a U.S. Passport.
• May be required to obtain a VISA dependent on the overseas country's laws/regulations.
• You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field FACILITIES ENGINEERING Level II. Certification is required within 24 months of appointment.
• This position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
• Field visits may require the use of personal type safety equipment such as hard hats, safety shoes, protective eyewear and, on rare occasions, gas monitors and protective clothing.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Ensuring command compliance to federal, state, and local environmental planning protection regulations, policies and procedures; 2) Managing environmental projects and programs to support and sustain the commands environmental missions and multi-media environmental compliance on specific functions (i.e. drinking water, wastewater, hazardous material, pollution, air, etc.); 3) Developing alternative processes and procedures for deficiencies identified during environmental inspections; and 4) Assessing the impact of conditions and actions on public safety, ecology, and environment involving matters directly or closely related to public welfare and protection.; 5) Understanding the organization's financial processes/systems in regard to planning, programming, budgeting and execution of the environmental programs. Also prepares and justifies EV funded projects as part of the environmental program budget.

Education

• A Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);

OR- A combination of education and experience -- education equivalent to one of the majors listed previously which included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
