Role Overview
We are seeking an experienced Commissioning Engineer – Mechanical / Piping to support the delivery of the Mellitah oil and gas complex expansion project.
Reporting to the Hook-Up and Commissioning Superintendent, the successful candidate will be responsible for overseeing mechanical and piping pre-commissioning and commissioning activities, ensuring systems are completed safely and brought into operation in line with project requirements.
The role involves working across rotating equipment, static equipment, process piping, and utility systems, supporting the full transition from construction through commissioning and final handover to operations.
Key Responsibilities
Pre-Commissioning & Commissioning Execution
- Supervise flushing, cleaning, hydrostatic and pneumatic testing, air blowing, and leak testing of piping systems
- Support installation checks and pre-startup verification for pumps, compressors, vessels, exchangers and piping
- Ensure correct alignment, grouting, bolt torquing and lubrication of rotating equipment
- Witness equipment rotation, vibration monitoring and functional testing according to OEM procedures
- Confirm system integrity, reinstatement and punch list clearance before startup
Planning & Coordination
- - Prepare commissioning procedures, test packs and system checklists for mechanical and piping systems
- - Coordinate with construction, QA/QC, vendors, instrumentation teams and operations
- - Monitor Mechanical Completion (MC) progress and system readiness
- - Participate in system walkdowns, redline drawing updates and commissioning dossier preparation
System Handover
- Manage handover from construction to commissioning and final transfer to operations
- Ensure completion of test reports, torque certificates, commissioning records and as-built documentation
- Support performance testing, reliability runs and final client acceptance
Health, Safety & Environment
- Ensure commissioning activities follow PTW, LOTO and project HSE procedures
- Participate in toolbox talks, safety meetings and risk assessments
- Identify and report unsafe conditions, incidents or equipment anomalies
Required Expertise
- Strong knowledge of ASME, API, ISO and relevant piping/mechanical standards
- Ability to read and interpret P&IDs, piping isometrics, equipment datasheets and vendor drawings
- Experience using commissioning management systems such as ICAPS, WinPCS or similar
- Proven troubleshooting ability during startup and commissioning phases
- Strong communication and coordination skills within multi-disciplinary project teams
Minimum Qualifications
- Bachelor’s Degree in Mechanical Engineering
- Minimum 8 years experience in mechanical/piping commissioning within oil & gas or industrial projects
- Excellent spoken and written English

Contract Structure
The contract will be issued through clients Netherlands entity, with project work primarily based in Italy (Ravenna) and potential offshore rotations.
Candidates may work under either:
Option 1 – Local employment in Italy
- Payroll and taxes managed through a local company
Option 2 – Independent consultancy agreement
- Contract directly with The client.
- Day rate paid in USD
- No deductions or benefits
