We are seeking an experienced and proactive HSE Manager to oversee all Health, Safety, and Environmental aspects for our wind power projects across the Europe region (mainly focus on Italy, Spain, and some other southern Europe countries).


Key Responsibilities:

1. HSE Management System & Planning & Bid Support:

  • Provide critical HSE input during the tender and contract review phase, identifying potential HSE risks, clarifying client HSE requirements, and assessing the feasibility and cost implications of proposed HSE measures.
  • Establish and implement regional emergency response procedures and standards based on the corporate Emergency Response Plan (ERP), ensuring preparedness for all potential incidents.
  • Lead HSE risk identification and assessment processes; prepare and supervise the execution of HSE protection measures within all operational plans.

2. On-site Supervision, Audits & Compliance:

  • Conduct regular and systematic HSE inspections, internal audits, and site walks at all project levels (construction, installation, service) to ensure compliance.
  • Ensure all safety and environmental-related records are properly maintained; update all necessary registers, checklists, and permits-to-work.
  • Supervise and monitor the work of contractors and subcontractors to ensure their operations comply with project HSE requirements.

3. Incident Management & Investigation:

  • Take the lead in conducting thorough investigations for project accidents, incidents, and near-misses.
  • Compile detailed incident investigation reports (including for spillage of bitumen, fuels, chemicals, or other hazardous materials) and ensure effective corrective actions are implemented.
  • Maintain an onsite complaint and incident register, ensuring proper tracking and closure.

4. Training, Awareness & Culture:

  • Develop and supervise the implementation of HSE training programs for employees, contractors, and site personnel, ensuring all are aware of their responsibilities.
  • Promote a strong \"Safety First\" culture through toolbox talks, safety campaigns, and visible leadership.

5. Documentation & Reporting:

  • Assist in the compilation, review, and updating of all HSE-related documents, manuals, and procedures.
  • Ensure timely and accurate reporting of HSE performance metrics, incidents, and audit findings to regional and global management.



Qualifications & Experience:

Education:

  • Bachelor's degree or higher in Engineering, Occupational Health & Safety, Environmental Science, or a related field.

Experience:

  • Minimum of 5 years of progressive HSE management experience, with at least 3 years in the wind power, heavy construction, or energy sector.
  • Extensive hands-on experience with site-based HSE supervision, incident investigation, and audit processes.

Knowledge & Skills:

  • In-depth knowledge of European HSE regulations and standards (EU directives, national laws of key markets like Italy, Spain, etc.).
  • Expertise in risk assessment methodologies, incident investigation techniques, and HSE management systems (ISO 45001, ISO 14001).
  • Strong skills in developing HSE documentation, procedures, and training materials.
  • Excellent analytical, problem-solving, and report-writing skills.
