Organizational Setting
The FAO Investment Centre (CFI) provides investment and finance solutions that lead to more efficient, sustainable, inclusive and resilient agrifood systems. Working in over 120 countries, the Centre offers a full suite of support to FAO Members, partnering with governments, financing institutions and stakeholders to improve the quality and quantity of agrifood investment.
The position is located in the Latin America and the Caribbean Service (CFIF) of the FAO Investment Centre at FAO headquarters in Rome, Italy.
Reporting Lines
The Forestry Officer reports to the Chief, Latin America and the Caribbean Service (CFIF) of the FAO Investment Centre.
Technical Focus
Formulation, implementation support and evaluation of investment and finance support solutions in forest landscape management, restoration and sustainable forest management, with a focus on food security, agriculture, rural development, climate change, natural resource management and inclusive markets.
Key Results
Provision of technical expertise and capacity development for the design, implementation support and evaluation of investment operations in food security, nutrition, rural development, natural resource management and climate change mitigation and adaptation.
Key Functions
Participates in and eventually leads multidisciplinary teams to assist governments in identifying and preparing investment and finance support solutions in forestry and sustainable forest management. Participates in pre‑appraisal and appraisal missions. Provides technical expertise on forestry and sustainable forest management in the context of food security, agriculture, rural development and climate resilience. Supports sustainable forest management and development involving local communities, producers, private sector actors, civil society organisations and government. Formulates and delivers capacity development strategies in forestry and sustainable forest management to government staff, non‑state actors and private sector organisations. Prepares reports in accordance with FAO, governments and financing partners’ requirements. Supports task organisation, selection of consultants and preparation of terms of reference. Promotes international cooperation and collaboration, advocates best practices and effective policy dialogue at international meetings. Establishes and maintains relationships with relevant FAO Technical Units and Decentralised Offices. Participates in resource mobilisation activities in accordance with the FAO Strategic Framework. Provides guidance and advice to colleagues and junior staff.
Specific Functions
Engages with concerned units of the Forestry Division to ensure FAO technical knowledge is captured in investment work. Provides contributions to forest sector strategies, plans and operations for their investment implications. Assesses constraints and opportunities for enhancing sustainable production of forest products and services to improve livelihoods. Participates in, and eventually leads, the design of forestry related activities and components of investment operations. Provides technical expertise on economic and financial instruments to support sustainable sector development. Assesses the budget and defines the technical parameters for sustainable forest development projects and financial/economic analysis models.
Candidate Assessment Criteria
Advanced university degree (Master’s degree or equivalent) in tropical and subtropical forest science, forest economics, or a closely related field. Seven years of relevant experience in planning and implementing forest resources management and sustainable development projects and programmes. Working knowledge (proficiency – level C) of English and intermediate knowledge (intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish). Results focus. Teamwork. Communication. Building effective relationships. Knowledge sharing and continuous improvement.
Technical / Functional Skills
Work experience in more than one location or area of work, particularly in field positions, is desirable. Extensive experience in forest resources management, biodiversity conservation, natural resources management and climate change in developing countries. Extensive experience in multidisciplinary teams for the preparation of strategies and sector studies and for the formulation, implementation support or evaluation of forestry, rural development and agro‑processing investment initiatives. Experience in investment design, implementation support and evaluation procedures of FAO’s main development partners, particularly the World Bank and IFAD. Knowledge of the context and experience with international financing institutions and bilateral development partners, particularly in Latin America and the Caribbean. Extensive experience in capacity development for the design and implementation of forest and forest landscape conservation and restoration, agriculture, rural development, sustainable natural resource management and agro‑processing investments. Demonstrated experience in dealing with government officials, development partners and other country stakeholders. Demonstrated capacity to write technical reports in English. Working knowledge (proficiency – level C) of Spanish will be an asset.
