The Role
We are now looking for the
- Executive Director Market Access & Government Affairs,
- who will develop and implement a MA & Government Affairs vision to shape and influence the national healthcare policy to ensure access of life-saving, transformational medicines to patients.
Communicate the vision internally, ensure cross-functional alignment to garner support, and build a network to lead initiatives in line with BMS strategy.
Key Duties And Responsibilities
- Create and communicate a unified vision and strategy for market access & government affairs, aligned with global and regional strategies and in constant alignment with GM.
- Define and implement negotiation strategies to ensure access for product launches in Oncology, Immunology, Hematology pipelines, in coordination with GM.
- Scan external environment to identify trends influencing access and analyze their implications for BMS.
- Shape healthcare policy by building relationships with key external stakeholders.
- Lead the implementation of payers’ value strategies to remove funding barriers at various levels through a team of Central / Field Access Managers.
- Negotiate with authorities like AIFA to ensure access to new therapies during launches, leading engagement with stakeholders.
- Manage a team of Market Access specialists to ensure flawless activity execution.
- Understand country healthcare systems and systemic developments at national and regional levels.
- Develop and maintain integrated market access plans for key brands within the brand planning process.
- Coordinate with Global MM Market Access group to represent local requirements effectively.
- Ensure active participation of Market Access functions in country brand teams through designated local leads.
- Build external networks and coalitions with industry associations, health organizations, and other stakeholders to support political advocacy campaigns.
Experiences Desired
- Minimum five years working with or within national governments and institutions on healthcare policy development or influence.
- Experience in articulating complex issues persuasively to decision makers.
- Strong experience in pricing & reimbursement negotiations, especially with AIFA.
- Experience analyzing complex issues, strategic thinking, and tactical plan implementation.
- Experience in healthcare industry or related diversified businesses.
- Fluency in English; additional languages are an asset.
- Experience representing local MA interests at the corporate level, ensuring alignment between global and local agendas.
- Extensive matrix management experience.
Qualifications, Knowledge and Skills Required
- Mastery of government processes and influencing decision makers effectively.
- Education in law, political sciences, or life sciences (including pharmacy) preferred.
- Understanding healthcare systems and funding policies (P&R).
- Knowledge of Bristol-Myers Squibb’s therapeutic areas, pipeline, and business objectives.
- Knowledge of pharmaceutical and biopharma operations and issues.
- Ability to build and leverage networks of key influencers.
- Cultural awareness, adaptability, and strategic thinking.
- Excellent communication skills, both spoken and written.
- Ability to operate effectively in a diverse, global environment, influencing and building relationships.
- Innovative, flexible, and adaptable to rapid changes.
