GENERAL DESCRIPTION:
Performs highly advanced and/or supervisory (senior-level) training and development work. Serves as a Subject Matter Expert to develop and implement testing protocols, conducts firearms performance research, and formulate technical requirements for procurement contracts. The position supports acquisition processes by providing data-driven recommendations derived from thorough evaluation methodologies. Conducts classroom and range instruction sessions, contributing to continuous education in firearms proficiency and safety. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

Essential Duties / Responsibilities
Manage the planning, coordination, and implementation of firearms and equipment testing initiatives for the agency, including data collection, documentation, and performance analysis. Design and implement test protocols and evaluation procedures for firearms, ammunition, optics, and related gear. Analyze performance data to inform procurement decisions and support the development of solicitation contracts. Lead or contribute to the development and management of technical specifications and evaluation criteria for vendor solicitations, contracts, and procurement of firearms-related products. Maintain armorer certification and perform inspections, diagnostics, and maintenance on department-issued weapon platforms to ensure operational readiness and compliance with technical standards. Perform maintenance and upgrades to range infrastructure, ballistic equipment, and evaluation platforms utilized in research and instructional environments, including but not limited to, the replacement of cardboard and steel targets, the relocation of barricades and related equipment. Oversee the planning and coordination of non-law enforcement courses for the Regulatory Services Division (RSD), including classroom instruction, firearm proficiency demonstrations, and firearms training. Manage and contribute to the development of training methodologies, technical manuals, and instructional materials, incorporating findings from testing and research to enhance operational effectiveness. Design and develop methodologies for assessing and evaluating the performance and effectiveness of training programs and firearms-related products. Analyze data and statistics to prepare training and educational program budgets and oversee vendor contracts for firearms-related products. Identify and analyze long-term capability gaps within firearms systems, recommending testing projects or acquisition strategies to fulfill agency requirements, through validated performance metrics. Identify long-range training objectives, recommend programs to achieve these goals, and enhance the training capabilities of the Firearms Training Unit¿s capabilities to meet the Department's needs. Plan, assign, and supervise testing and instructional operations, involving collaboration with staff and team members. Provide mentorship and quality assurance to support training and research objectives. Coordinate and deliver firearms instruction, incorporating emerging technologies and research-based practices in both classroom and range settings. Provide advanced training for personnel, including specialized courses such as Vehicle Close Quarters Battle (VCQB), low light techniques, and plain clothes carry etc. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. Perform other duties as assigned.
GENERAL QUALIFICATIONS And REQUIREMENTS
Education
- Graduation from High school Diploma/equivalent is required.
Experience -
Minimum of Three (3) years - experience in teaching firearms/tactics. Background in Law Enforcement, Military, License to Carry, Armorer Certifications is preferred.
Licensure / Certification / Testing
- Must have or obtain within one (1) year of employment a Basic Instructor Course Certification issued by the Texas Commission on Law Enforcement. Must successfully complete within (1) one year of employment the Texas DPS Firearms Instructor School. Must pass DPS Firearms Instructor proficiency tests. Must successfully pass and maintain Department¿s standard physical readiness test (PRT) at 70% or above. Must possess a valid driver license from state of residence.
Regulatory Knowledge
- Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Technology -
Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
Interpersonal Skills -
