Dispute Resolution Officer – based in Luxembourg

Purpose
You will contribute to the Complaints Mechanism by handling complex complaints within the EIB Group, identifying opportunities for collaborative resolution, and promoting transparency and accountability to stakeholders.
Specific post environment
The Complaints Mechanism promotes good administration by determining whether maladministration has occurred and aims at resolving the problems that led to the complaint. A majority of complaints relate to projects or operations financed or supported by the EIB Group.
Operating Network
Reporting to the Head of the Dispute Resolution Unit, you will work closely with other members of the Division, coordinate with relevant services across the Bank’s Directorates and the EIF, and travel for business as required.
Accountabilities
- Assess allegations and underlying dispute, identifying relevant stakeholders.
- Engage stakeholders in collaborative resolution processes (dialogue facilitation, negotiation, joint fact‑finding, formal mediation).
- Seek resolution of underlying issues that give rise to the complaint.
- Ensure effective coordination with EIB Group services involved.
- Coordinate with external stakeholders and institutions if necessary.
- Supervise junior staff and external facilitators/experts/consultants.
- Collect and analyse information and report on the different phases of the complaint handling process.
- Monitor implementation of actions agreed in the dispute resolution process.
- Contribute to regular reporting of the Complaints Mechanism.

- Develop actions to raise awareness of the Dispute Resolution Function internally and externally.
- Provide suggestions to address broader concerns as part of the division’s advisory role.
- Propose improvements to existing procedures and working methods of the Complaints Mechanism, if needed.
Qualifications
- University degree (minimum equivalent to a Bachelor), preferably with a postgraduate level; formal mediation training is a strong advantage.
- At least 5 years of professional experience, including the management of collaborative dispute resolution processes.
- Experience resolving disputes in infrastructure projects and/or with environmental and social safeguard work.
- Hands‑on experience in stakeholder engagement, including public consultation.
- Experience with approval, monitoring and implementation processes of development projects financed by international finance institutions is a plus.
- Strong analytical and writing ability.
- Excellent knowledge of English and/or French; good command of the other language; knowledge of other EU languages is an advantage.
