Overview
Defining,coordinatingandmonitoringall data related activities including data collection, analysis, reporting,monitoringand evaluation processes according toMSFprotocols,standardsand proceduresin order toensure quality medical care for patients and their communities and to improve the health condition of the population.
Responsibilities Context of Operations:
The operational strategyin Italy is structuredaround three main pillars,with the aim to respondand addresses the different needs of migrants atthe differentstagesof the migration journey. These priorities are addressed through targeted projects implemented in specific geographic locations as it follows:
SAR (Search and Rescue): targeting migrants during sea crossings through life-saving interventions and the identification of immediate needs (including Survivors of Violence – SoV).
POTM (People On The Move):targets migrants in the early stages of the reception system following disembarkation (Lampedusa, Porto Empedocle, and other entry points).Activities focus on early identification and assistance of people on the move, with particular attention to survivors of violence and individuals with specific health needs, ensuring timely access to information, protection mechanisms, and essential healthcare.The project alsoactivatesspecialized Psychosocial Support (PSS) teams in response to shipwrecks or other maritime emergencies.
SOIT (Survivors ofIll-treatment andTorture):targets migrants who have experienced severe violence and torture, aiming to reduce morbidity and mortality through comprehensive, specialized care for complex trauma.It provides integrated medical, psychological and social support within a multidisciplinary rehabilitation approach, while promoting empowerment and social inclusion through peer support mechanisms.The project also seeks to serve as a reference model within MSF by integrating primary, secondary, and tertiary care with teaching and research activities, in collaboration with the public health system in Palermo.
A dedicated Medical Data Collection tool has been developed for the systematic management of clinical and demographical patient data. This tool ensures uniform monitoring of activities conducted at the project level and facilitates data analysis for research purposes. At the same time, the Mission is committed to complying with MSF standards, integrating its systems of data collection and analysis.
Specific Accountabilities
Data management and informationsystems
Ensure the collection, validation, quality control and analysis of medical data, guaranteeing accuracy, completeness and reliability of information to support operational and medical decision-making.
Perform routine data cleaning and validation activities to ensure the accuracy, completeness, consistency and reliability of datasets used for analysis, reporting and decision-making.
Ensure accurate and timely data entry, validation and quality assurance within DHIS and other approved health information systems, ensuring compliance with MSF standards reporting requirements.
Develop, maintain and optimize data management solutions based on Microsoft Power Platform (especiallyPower AppsandPower BI), ensuring data integrity, accessibility and the automation of data collection and reporting processes.
Ensure the harmonization ofindicators across different data collection systems tosupportconsistency, comparability, and data quality.
Data analysis, reporting andmonitoring
Contribute in producingmonthly, quarterly and ad hoc analytical reports, dashboards and data visualizations based on medical and operational indicators, supporting evidence-based decision-making and the monitoring of project performance.
Contribute to the preparation of annual project reviews by providing comprehensive analyses of programme performance, achievements, challenges, trends and recommendations to support strategic planning and continuous improvement.
Technical support and capacitybuilding
Provide technical support, guidance and capacity building to project teams on data management tools, digital platforms and reporting systems, promoting standardized practices, data quality and the effective use of information for programme management.
Cross-mission collaboration and knowledgesharing
Collaborate actively with other MSF missions and operational entities by participating in technical exchanges, sharing best practices, providing remote or on-site support, and contributing to the harmonization, continuous improvement and development of data management systems, reporting tools and digital solutions across missions.
Qualifications Education
Essential secondary education or qualifications either in administration, data entry or in statistics
Desirable degree in Information and Technology (IT)
Desirable degree (or masters) in Epidemiology or PublicHealthDesirablespecialization or training in tropical diseases
