Leap29 is supporting a leading international project and construction management consultancy in the appointment of a Cost Control and Planning Engineer to join a major subsea infrastructure project.


This position will play a central role in coordinating project services across cost control, planning and scheduling, procurement support, logistics, and document control.


The role sits at the heart of the project team, ensuring financial, contractual, and operational performance is delivered in line with client and corporate expectations.


Key Responsibilities


Project Services Coordination:

• Lead and coordinate all project support functions including cost control, planning, document control, procurement support, and logistics

• Act as the link between the technical delivery team and corporate support functions

• Develop and maintain the Project Services Execution Plan

• Support project delivery across EPC and installation phases


Cost Management & Reporting:

• Oversee budgeting, forecasting, and cost tracking activities

• Monitor expenditure and identify variances against approved budgets

• Prepare and present cost reports and financial updates to senior project leadership


Planning & Scheduling:

• Supervise the development and maintenance of integrated project schedules

• Consolidate subcontractor schedules into the master programme

• Track progress and highlight risks or deviations to ensure timely delivery


Procurement & Contract Support:

• Work closely with procurement teams to ensure timely delivery of materials and services

• Support variation tracking and contractor performance monitoring

• Ensure contractual documentation and reporting requirements are met


Logistics & Coordination:

• Coordinate mobilisation of personnel, materials, and equipment

• Support offshore and onshore logistics planning

• Ensure operational and regulatory requirements are integrated into service planning


Compliance & HSE:

• Ensure project services activities align with company standards and client requirements

• Promote a strong safety culture across all support functions


Requirements:

• Bachelor’s degree in Engineering

• Minimum 15 years’ experience in project services or project controls

• Strong background in cost control and planning within major infrastructure, energy, or EPC environments

• Proven experience leading multidisciplinary project support teams

• Excellent written and spoken English

• Strong reporting and stakeholder communication skills
