POSITION SUMMARY :
Manage and supervise tender participation on behalf of the company, ensuring a correct presentation of documents required from public customers, an accurate understanding of tender contracts and quotations as needed, managing a workforce, in alignment with strategy and guidelines provided by superiors and the Commercial Operations Director and/or Manager.
PRINCIPAL RESPONSIBILITIES :
- Monitor new tenders through daily analysis of tenders selected by external companies or published on government portals to understand their requirements and specifications and identify those of interest to the company.
- Manage and optimize the entire tendering process, ensuring efficiency, regulatory compliance, and quality from processing to award, monitoring volumes.
- Work with sales representatives to review and produce reports, ensuring tenders are processed accurately and timely, resolving issues as they arise.
- Manage all aspects of tender bids and quotations for customers.
- Oversee data processing related to site and price changes.
- Analyze contract results (won/lost) and calculate market share in cooperation with Marketing.
- Support Marketing and Sales in monitoring pricing policies and strategies for tenders.
- Ensure proper development and follow-up of the ‘contracts’ software and IT tools essential for department operations.
- Train staff (new and existing) to enhance skills and understanding.
- Resolve critical tender issues by liaising with relevant legal teams.
- Provide daily direction and communication to staff to ensure all tenders are processed within deadlines.
- Monitor and suggest process and procedure improvements.
- Provide regular feedback and coaching to team members.
- Manage performance reviews, linking performance to merit and ensuring appropriate training and resources.
- Handle employee relations issues and maintain a motivating work environment.
- Manage discipline and performance issues per company policy.
- Assist the Manager in daily operations, including staffing, training, planning, and recognition.
- Participate in or lead special or ongoing projects for process improvement.
- Establish work procedures aligned with company standards and strategic directives.
EDUCATION / EXPERIENCE REQUIREMENTS :
- Degree in law, economics, or related disciplines, or a diploma with relevant experience.
- Minimum of 5 years' experience in a similar role (responsible for tenders and contracts), preferably in the biomedical sector.
- Thorough knowledge of Legislative Decree 36/2023 (Public Contracts Code) and main e-procurement platforms (e.g., SINTEL, MEPA).
- Excellent written and spoken English skills.
- Experience managing administrative, economic, and technical documentation for public tenders and private quotations.
- Skill in analyzing tender notices and adapting tenders to regulations.
- Knowledge of sector regulations and compliance management.
- Negotiation skills with public authorities.
- Experience in optimizing internal tender processes, including digitization and KPI monitoring.
- Ability to work in multidisciplinary teams and manage complex projects.
- Strong analytical, organizational, and interpersonal skills.
- Thorough knowledge of international medical device regulations (e.g., MDR, ISO 13485, GDPR).
