JOB TITLE: **Associate Partnerships Officer** TYPE OF CONTRACT: **Regular Consultant Level I/ First Tier** UNIT/DIVISION: **Public Partnerships Division, Key Accounts (PPD)** DUTY STATION **(City, Country): Rome (HQ), Italy**DURATION: **6 Months****BACKGROUND AND PURPOSE OF THE ASSIGNMENT:** The Global Partner Countries Accounts Team, GPCA in Global Partner Countries (GPC) (from 1 Jan 2026 Public Partnerships Division PPD) requires a Regular Consultant to support its Government Partnerships (GPO) Officers on activities related to their partner portfolio. The Consultant will report to GPOs and will be working alongside them to maintain and strengthen existing partnerships and expand new partnerships to advocate for WFP’s work and to mobilize resources for WFP programmes. Under the GPO’s supervision the Consultant may also be responsible for his/her donor portfolio.**ACCOUNTABILITIES/RESPONSIBILITIES:**1. Under the GPOs supervision, he/she will support GPOs on a range of donor profiles, and carry out functions in the areas of donor stewardship and advocacy, and manage key account(s) when/as necessary, directly engaging with divisional leadership, Head Key Accounts Team and/or LT Offices, including: • Supporting the management of a portfolio of partnerships, soliciting contributions, providing donor stewardship, and analyzing results, to maximize resources raised. • Maintaining good and close relations with donor counterparts and ensuring that they remain informed on important strategic and operational issues. • Providing grant management support for new and existing funding agreements and contracts established between WFP and the partners. • Supporting new contract negotiations and finalization process as required. • Drafting of effective and timely written communication with donors (i.e., response letters, thank you letters, Note Verbales, formal email exchanges, etc.). • Ensuring visibility through adequate liaison with the Communication and Advocacy Division (CAM) on contributions through e.g., press releases/tweets/videos.2. Meetings and Events- he/she will support to: • Coordinate high-level and routine engagements with donors as well as meetings with other WFP counterparts, and provide support before, during and after these events, including High-Level Annual Consultations, Executive Board bilateral meetings, strategic dialogues, advocacy, thematic/regional engagement discussions, and other routine meetings at Executive Director (ED), Deputy Executive Director (DED), and divisional levels in WFP HQ. • Draft comprehensive, politically informative, and strategic briefing materials for senior management prior to donor meetings (including at ambassador/ministerial level) in coordination with different WFP units and departments to include updated information. Provide comprehensive background information on events that require WFP representation. • Represent WFP at meetings and take notes to accurately capture key discussion outcomes. Timely follow up on relevant action points as required. Track donors’ interests in the context of the three annual sessions of the Executive Board (EB), identify meeting opportunities, and promptly reflect them in future donor engagement preparations. • Address ad-hoc donor inquiries as required.3. Provide intelligence and analysis, research, knowledge management, and field support including but not limited to: • Regularly research donor political, financial, and operational intelligence, including analysis of Official Development Aid (ODA) trends and geographical/thematic priorities, and promptly inform colleagues on those developments through dispatch of weekly highlights and inputs to internal analysis. • Routinely liaise with other divisions/technical units in HQ, Regional Bureaus, and Country Offices to share the latest donor development (e.g., policies and interests, budgetary availabilities/rules, national high-leveldevelopments, etc.) and strategic entry points to inform advocacy and resource allocation as well as maximize funding opportunities. • Provide inputs (e.g., funding trend analysis and engagement intelligence) to Country Strategic Plan (CSP), Partnership Action Plan (PAP), Operational Task Force (OTF), Global Operational Task Force (GOTF), etc. • Review and amend project proposals and donor reporting in a timely and efficient manner, which accurately reflect donor conditions and operational resourcing priorities. • Support field interaction with donors, including but not limited to proposal writing, grant management, donor reports, funding negotiations, and ad hoc requests. • Quality inputs in Salesforce for all donors in the portfolio.Additional tasks as required, including but not limited to: • Serve as alternate for other Associate Government Partnership Officers, and if required, for GPOs, during leave periods and break-in-service. • Other specific functions as assigned, for example focal point for given thematic or coordination tasks (including but not limited to CAM/donor visibility, focal point for the Executive Board to promote coordination and track donors’ engagements on EB coordination, and support to the Weekly Highlights and Intelligence Dashboard).**DELIVERABLES AT THE END OF THE CONTRACT:** Quality documentation drafted in an organized and timely manner, per tasks above (briefing materials, contribution agreements, correspondence, donor intelligence research papers). Trusted relationships developed with individual donor counterparts as per tasks above. Seamless support provided to the Government Partnership Officer, per tasks above.**QUALIFICATIONS & EXPERIENCE REQUIRED:** **Education:** Master's Degree or equivalent in International Development, Political Science, International Relations and/or other relevant experience. **Experience:** Minimum 3 years of proven experience in partnership and aid work in international organizations is an advantage. **Knowledge & Skills:** Strong planning, management, and coordination skills. Ability to work independently. Ability to meet challenging targets and tight deadlines. Solid research, analysis and writing skills. Ability to work in a multi-cultural and dynamic environment. **Languages:** Excellent oral and communication skills. Full proficiency in English, knowledge of any other UN language is an asset.
