Job Overview

We are seeking a Bid Manager responsible for the end-to-end management of the bidding process for both public and private tenders, ensuring the proper execution of procedures, high-quality submissions, and full regulatory compliance. The role has a strong managerial focus and involves coordinating a dedicated team, with the objective of ensuring a structured, efficient, and results-driven process. The position serves as a key liaison between senior management, the technical department, and operational functions, actively contributing to strategic bid/no‑bid decisions.

Key Responsibilities

  • Oversee the identification and monitoring of tender opportunities and market offers
  • Coordinate all phases required for the preparation and submission of bids
  • Validate technical and economic feasibility and eligibility assessments
  • Ensure alignment between tender requirements and company capabilities
  • Coordinate and supervise administrative and documentation activities related to tenders
  • Ensure the completeness, accuracy, and compliance of all required documentation
  • Oversee the development of technical and financial proposals
  • Coordinate the collection and analysis of quotations from suppliers and subcontractors
  • Support the preparation, negotiation, and finalization of contracts
  • Monitor and ensure adherence to deadlines and timelines
  • Plan and organize the activities of the tender team
  • Oversee the proper execution of awarded contracts (technical, administrative, and financial aspects)
  • Coordinate the handover to operational teams
  • Ensure continuous updates on relevant regulations and market trends
  • Promote continuous improvement of tender management processes

Requirements

  • Technical diploma (e.g., Surveyor/Technical Institute) or degree in Civil Engineering or Architecture
  • At least 10 years of experience in a similar role, preferably within structured organizations or with team coordination responsibilities
  • Excellent proficiency in AutoCAD
  • Strong command of the English language
  • Proven experience in civil construction and building processes
  • Solid technical and economic analytical skills
  • In-depth knowledge of public and private tender procedures
  • Familiarity with project management tools and tender management systems
