This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU), Legal Operations, EU Department (OPS‑EU), Project Financing Transversal Centre of Expertise (PF) at its headquarters in Luxembourg, a Banking and Finance Lawyer – Project Finance (proficient in German).
This is a full‑time temporary position at grade 5. The term of this contract will be 1 year; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.
Purpose
As a Banking and Finance Lawyer in the Project Financing Transversal Centre of Expertise you’ll have a chance to work on some of the most exciting and challenging operations at the EIB. Your role would be to provide legal advice and handle legal documentation on high‑impact project finance operations in multiple jurisdictions, with a focus on Germany and Austria.
The Project Financing Transversal Centre of Expertise has been involved in several landmark operations in the European Union in sectors as diverse as renewable energies, social infrastructure, critical raw materials, and security and defence. Its geographical reach extends beyond the boundaries of the European Union, and the team also supports project finance operations of EIB Global, contributing to shaping a more resilient, sustainable, and inclusive world through support to partner countries. The team’s portfolio continues to grow in sectors such as transport, renewable energy, digital infrastructure, climate resilience, and security and defence.
Operating Network
You will report to the Head of Division and cooperate with the other colleagues of the team and the Legal Directorate. You will also collaborate with colleagues from other Directorates within the EIB (including e.g. front office, project team and finance team) and maintain relationships with various external counterparts (e.g. external legal counsels, borrowers, guarantors).
Accountabilities
- Provide legal advice in the legal structuring of project financing operations in line with EIB policies, and manage contracts and negotiations concerning the EIB project finance operations handled by the Division, working with documents subject to numerous applicable laws and with various counterparts in various jurisdictions.
- Provide legal advice both prior and after the financial close and ensure that – whenever the advice of the Division is sought – the legal policies in own domain are implemented.
- Draft and negotiate legal documentation for lending operations on project finance transactions.
- Participate in the selection and appointment of the Bank’s external legal counsels and liaise with and supervise the work of external consultants, as necessary.
- Provide guidance to Assistants and Paralegals in the execution of legal processes.
- Contribute to the development and implementation of standard legal documentation.
- Conduct legal research on issues of law arising in connection with the Bank's operations, with a particular focus on project finance‑related issues.
- Proactively keep up to date with legal developments in legislation, regulations and jurisprudence pertaining to the Division’s activities.
- Participate in horizontal activities of relevance to the Division.
- Develop and maintain relationships within the Bank and represent EIB.
Qualifications
- University degree in law (minimum an equivalent to a Bachelor). Post‑graduate degree in law (LLM or equivalent) would be a distinct advantage.
- Professional legal qualification, preferably in an EU Member State or in England and Wales, would be desirable.
- Minimum of 5 years of relevant professional experience in the field of banking and finance, preferably on project finance, PPPs or structured finance, ideally acquired with a law firm of international reputation or the in‑house legal department of a financial institution.
- Excellent knowledge of written and spoken English as well as full professional proficiency in German is required. Knowledge of other EU languages, especially Italian, French or Spanish, would be an advantage.
- Experience in drafting and negotiating legal documents in English and German is required.
- Expertise in general banking would be an advantage.
