Position based at Luxembourg headquarters, requires regular office presence. EIB offers a truly international and multicultural environment and relocation support. The European Union's bank invites the recruitment of an Associate Borrowing and Treasury Support Officer in the Finance Directorate (FI), Strategy, Policies & Business Support Department (SPBS), Systems & Data Management Division (SDM), Borrowings & Treasury Support Unit (BTS). It is a full‑time temporary position at grade 4, with a contract term of one year. Internal benchmark: Associate Officer Data management & Reporting. Panel interviews are anticipated for July/August. Purpose You will drive the development, implementation and maintenance of core banking applications supporting a critical business area and provide expertise concerning business requirements and specific applications used in the assigned business area to meet functional and technology needs. Operating Network Division of 25 people, consisting of three main teams:

Market Data Management Unit (MDM) – 7 staff members. Borrowing and Treasury Support unit – 10 staff members. Loans Support unit – 6 staff members.

The market data is used as reference in pricing, valuation, accounting, reporting, and various applications across the EIBG. The Borrowings and Treasury Support team handles instrument configuration for all borrowings and treasury operations in the core bank’s application, leads and coordinates related business projects in WallStreet Suite and APEX, and provides financial support to the user community of WSS and APEX applications. You will cooperate closely with other units in the division and remain in working contact with WSS and APEX users in FI, CFC, and GR&C regarding business aspects, and with IT on technical aspects. Accountabilities

Drive and coordinate complex transversal projects in Borrowings and Treasury (new product implementation, new functionality introduction, WSS upgrades, etc.) to ensure timely implementation within scope, time and budget. Execute and manage key business processes related to the implementation and running of the WallStreet Suite and APEX applications, including related trading platforms, to ensure optimum efficiency, reliability and user satisfaction. Drive and coordinate upgrades of the WallStreet Suite and APEX applications, contributing to business case development, facilitation of workshops, selection of solutions and management of User Acceptance Testing. Supervise and ensure consistency of data quality in the configuration of instruments in the borrowing and treasury modules of the WallStreet Suite to ensure smooth processing and management of transactions in line with settlement, accounting and valuation principles and rules. Provide expert advice on complex issues in functional areas covered by WSS, APEX or regulation to foster optimal usage and enable the user community to reach EIB objectives and align with best practices. Develop and maintain key contacts with other banks or corporates to build cooperation and stay abreast of best practices; manage business relationships with system vendors and trading platforms to negotiate delivery of functionalities. Manage relationships and cooperate with counterparties in client directorates in RM, FC and other bank services as required.

Qualifications

University degree (minimum bachelor's) preferably in Business Administration, Finance or a related field. At least 3 years of relevant experience, ideally in the financial sector or business consulting within banking, preferably as a Business Analyst or Project Manager. Good knowledge of project management principles, methods and practices; PM2 certificate is an advantage. Business knowledge of financial instruments and, if possible, experience with instrument and trading platform configuration. In‑depth functional knowledge of software products/packages used in the assigned area; knowledge of WallStreet Suite or APEX is an advantage. Knowledge of IT applications architecture and IT infrastructure in the EIB is an advantage. Excellent knowledge of English and/or French (mandatory); good command of the other language; knowledge of other EU languages is an advantage.
